Since 1993, Women for Women International (WfWI) has helped nearly 447,000 marginalized women in countries affected by war and conflict. We directly work with women in eight countries (including Afghanistan, Bosnia and Herzegovina, the Democratic Republic of the Congo, Iraq, Kosovo, Nigeria, Rwanda and South Sudan.), offering support, tools, and access to life-changing skills to move from crisis and poverty to stability and economic self-sufficiency.

 

Job Description

Purpose of the Role

The WLO Program Coordinator is responsible for overseeing the successful implementation of WfWI’s support to women-led organisations in Afghanistan, including delivering program goals and managing a dynamic team of professionals.

Engagement

  • Closely work with the Program Manager, Planning and Partnership Specialist, Finance Manager and remainder of senior leadership to coordinate delivery on program outcomes/activities. 
  • Develop and maintain strong and productive working relationships with other collaborating agencies and partner organizations, including for inputs into project plans and outputs.
  • Coordinate and manage relations with project staff, technical experts and consultants, implementing partners, WLOs, government officials and other stakeholders.
  • Coordinate with Global Technical Teams on development of deliverables and ensuring quality.
  • Support the Country Director as requested in managing external project stakeholder relations and serve as WfWI’s focal point for WLO project activities at public fora, ensuring the appropriate dissemination of program deliverables, achievements and lessons learned.
  • Participate in external meetings with donors and partners when needed; represent the WfWI Afghanistan program in key briefings where possible. 
  • In coordination with the Country Director, Program Manager and Finance Manager, develop regular financial projections and spending forecasts that are adapted to the ongoing needs and trends of a dynamic program.
  • Flag any implementation issues or program/context updates that require support from in-country senior staff and/or GSC support or senior staff.

Delivery

Program Management

  • Lead on the planning and delivery of all country-level program activities, including subgrantee and project partner mapping.
  • Coordinate team to ensure all WWI subgrantees and partners undergo due diligence checks, partnership assessments, legal vetting, and capacity assessment prior to commencing work with WFWI, are engaged with appropriate agreements and effective monitoring systems are in place.
  • Provide technical support and guidance to WLOs local grantees and sub-grantees, as appropriate.
  • Ensure compliance with donor requirements and with all WfWI policies and procedures, in sub-grant management as well as in procurement and fiduciary management.
  • Prepare timely and accurate monthly and quarterly project reports and any other program reports and data required for external reporting including with the local authorities.
  • Support partner capacity analysis to understand the capabilities and partner capacity gaps that need to be addressed and coordinate competency strengthening activities.

Personnel Management:

  • Provide leadership and oversight to team of highly skilled professionals working to support WLO program.
  • Line manages direct reports in accordance with Women for Women International’s performance management framework, including the setting of performance objectives, performance development plans, annual performance appraisal and regular check-up meetings regarding progress throughout the year.
  • Conduct weekly program team meetings and oversee time and attendance and work planning/ scheduling.

Budget Management:

  • Review monthly spending plan and budget vs. actual reports to track actual expenditures against projected budget and address changes needed
  • Responsible for the efficient planning and use of WLO program budgets; ensuring that expenses are reviewed and approved per budget and needs.
  • Develop   regular financial projections and spending forecasts that are adapted to the ongoing needs and trends of a dynamic program in a challenging operational context;

Job Requirements

This position is only open to female applicants. Males should NOT apply

  1. Relevant University degree or equivalent and proven experience and skills. In exceptional cases, applicants with significant experience in project management and grant management may be considered in lieu.
  2. Minimum 7 years of work experience in relevant field, preferably in INGO/NGO sector, including at least 3 years managing projects. Women with experience in managing grants to partners are highly encouraged to apply.
  3. Demonstrated leadership skills and ability to manage a large, complex, diverse team of people through an inclusive and empowering management style, with at least 3 years of direct staff management.
  4. Strong financial management background, with experience developing and managing budgets 
  5. Program Management expertise with strong planning, budget management, facilitation and report writing skills.
  6. Knowledge and experience in training and facilitating CSO and NGO training or coordination strongly preferred
  7. Demonstrated understanding of and experience in gender issues, women’s rights and commitment to addressing inequalities in all key areas of responsibility.
  8. Excellent written and verbal English, Dari and Pashtu skills.
  9. Strong organizational and planning skills.
  10. Good computer skills (Word, Excel, Outlook and email applications)
  11. Ability to have flexible work schedule which may include early mornings, evenings and weekends. May be required to occasionally work beyond normally scheduled hours.
  12. Willingness to travel around the country as required.
